EPFO Rule: કેન્દ્ર સરકારે શ્રમ મંત્રાલય દ્વારા કર્મચારી ભવિષ્ય નિધિ સંગઠન માટે આદેશ જાહેર કર્યો છે. કેન્દ્ર સરકારે કર્મચારીઓના UAN (યુનિવર્સલ એકાઉન્ટ નંબર)ને એક્ટિવેટ કરાવવા માટે આધાર આધારિત OTP (વન ટાઇમ પાસવર્ડ) ફરજિયાત બનાવવા જણાવ્યું છે. આ OTP દ્વારા UAN એક્ટિવેટ કર્યા પછી કર્મચારીઓ સરળતાથી EPFOની વ્યાપક ઓનલાઈન સેવાઓનો લાભ લઈ શકશે.
EPFO માટે જાહેર થયા નિર્દેશ
શ્રમ મંત્રાલય કેન્દ્રીય બજેટ 2025માં જાહેર કરેલા વચનોને પૂર્ણ કરવા માટે કામ કરી રહ્યું છે જેથી નોકરીદાતાઓ અને કર્મચારીઓ ELI (કર્મચારી લિંક્ડ સ્કીમ)નો લાભ મેળવી શકે. આ માટે, શ્રમ અને રોજગાર મંત્રાલયે EPFOને કેમ્પેઇન મોડમાં કામ કરવા કહ્યું છે જેથી તેઓ કર્મચારીઓના UANને એક્ટિવેટ કરી શકે.
OTP આધારિત UAN એક્ટિવેશનનો લાભ માત્ર કર્મચારીઓને મળે છે

તમે તમારા ઘરેથી 24 કલાક EPFO સેવાઓ મેળવી શકશો
આ મારફતે કર્મચારીઓને EPFO સેવાઓની 24-કલાક ઍક્સેસ મળે છે જેને તેઓ તેમના ઘરેથી અપડેટ કરી શકે છે. આનો અર્થ એ છે કે તેમને વ્યક્તિગત રીતે EPFO ઓફિસ આવવાની જરૂર નથી. EPFO તેની પહોંચ વધારવા માટે ઝોનલ અને પ્રાદેશિક કચેરીઓમાં આનો અમલ કરશે. બાદમાં આ પ્રક્રિયાના બીજા તબક્કામાં બાયોમેટ્રિક ઓન્થેટિકેશનને UAN એક્ટિવેશનમાં પણ સામેલ કરવામાં આવશે, જે ચહેરાની ઓળખ દ્વારા પૂર્ણ કરવામાં આવશે.
આ રીતે આધાર-આધારિત OTPથી એક્ટિવેશન પ્રક્રિયા પૂર્ણ કરો
એક્ટિવેશન પ્રક્રિયા આધાર આધારિત OTP (વન-ટાઇમ પાસવર્ડ) નો ઉપયોગ કરીને પૂર્ણ કરી શકાય છે. આ માટે, નોકરીદાતાઓએ સુનિશ્ચિત કરવું જોઈએ કે તેમના કર્મચારીઓ અહીં દર્શાવેલ સ્ટેપને ફોલો કરીને UAN એક્ટિવ કરે છે.

સમાજના સર્વોપરી વિકાસ માટે જાતિ જન ગણના જરૂરી છે સમાજના પાછળ રહી ગયેલા વર્ગની ભલાઈ માટે જન કલ્યાણકારી કાર્યો માટે જાતિ ગણના ના ડેટા એટલે કે વિગતોનો ઉપયોગ થવો જોઈએ પરંતુ સામાજિક વિઘટન કરતાં અથવા તો ચૂંટણીમાં લાભ મેળવવાના સ્વાર્થ માટે આનો ઉપયોગ થવો જોઈએ નહીં.
આપણે ત્યાં અનેક જાતિઓ હોવાથી પ્રશ્ન ઉભા થયેલા છે, એવું કહેવા કરતાં જાતિવાદ હોવાથી પ્રશ્નો ઉભા થયેલા છે, એવું કહેવું વધુ યોગ્ય છે. જાતિવાદ વકરે છે ત્યારે સામાજિક તાણા-વાણા વિંખાઈ જાય છે. ચૂંટણીઓ વખતે આ જાતિવાદને બહેકાવીને તેને સપાટીએ લાવવાના પ્રયત્નો થાય છે.
હાલ યુપી ઝારખંડ અને મહારાષ્ટ્રમાં પેટા ચૂંટણી થઈ રહી છે ત્યારે જાતિવાદનો દુરુપયોગ મોટા પ્રમાણમાં થઈ રહ્યો છે મહા વિકાસ અઘાડી જેવા પક્ષો વોટબેંક માટે જ્ઞાતિ આધારિત રાજકારણ જમી રહ્યા છે વોટબેંકને તગડી કરવા માટે મોટા પ્રમાણમાં બાંગ્લાદેશી તથા રોહિંગ્યાઓ ને મોટા પ્રમાણમાં ઝારખંડ મહારાષ્ટ્ર જેવા રાજ્યમાં કોસાડી રહ્યા છે અને તેના રાતોરાત આધારકાર્ડ અને રેશનકાર્ડ પણ રાજ્ય સરકારની મહેરબાની થી બની જાય છે આ રાજ્યોમાં તો વોટબેંક માટે ડેમોગ્રાફી પણ બદલી નાખવામાં આવી છે સ્વાર્થી રાજકારણીઓ જાતિ આધારિત ભેદભાવને વધુને વધુ ઉત્તેજન આપીને ભાગલા વાદીઓને ઉત્તેજન આપી રહ્યા છે જે રાષ્ટ્ર માટે અત્યંત ઘાતક બાબત ગણી શકાય.
જાતિગત ધ્રુવીકરણની આ શતરંજી ચાલ પર રાષ્ટ્રની અંતઃનિહિત એકતા, સામાજિક ઐક્ય અને સામાજિક સદ્ભાવને દાવ ઉપર લગાવાય છે.
જ્યારે સામાજિક સમસ્યાઓને પહેરાવાતા રાજકીય વાઘાથી સામાજિક સમસ્યાઓ વિકૃત રૂપ ધારણ કરે છે, ત્યારે વાઘા પહેરાવવાના એ અપકૃત્યને રાષ્ટ્રદ્રોહથી સ્હેજે ઉતરતી કક્ષાનું ન ગણી શકાય. રાજકારણીઓ ચૂંટણી જીતવા અંદરખાને જાતિ આધારિત ગણત્રીઓ માંડતા હશે, પરંતુ મીડિયા તો માત્ર સર્ક્યુલેશન/ટીઆરપીની લ્હાયમાં ખુલ્લેઆમ ક્યાં કઈ જાતિના-પેટાજાતિના કેટલા લોકો અને તેને લગતાં કેવાં સમીકરણો છે, તે અંગે સાવ છેલ્લી કક્ષાએ જઈને (સામાજિક સંદર્ભમાં શબ્દ વપરાય છે- છાકટા થઇને) આખો ચિતાર આપતું હોય છે, તે ચિતાર ચિત્કારનાં બીજ વાવતો હોય છે. છતાં એ જ મીડિયા જાતિવાદના મુદ્દે નેતાઓને ઘેરવામાં પાછી પાની કરતું નથી. દંભ એ કોઈનો ઈજારો નથી.
સામાન્યતઃ સંવેદનશીલ હોવું, એ ગુણ છે, છતાં પણ તોફાનોથી ગ્રસ્ત વિસ્તારોને સંવેદનશીલ કહેવામાં આવે છે. સંવેદનશીલતા શબ્દના અર્થનો અનર્થ એકસો એંસી અંશે થઈ જાય છે. જાતિ શબ્દનું પણ આવું જ છે. જાતિ આધારિત વાતો કર્યા કરવી તેને હિતકારી ગણવી કે અહિતકારી? અહીં વિવેક કસોટી પર છે. આવી વિવેકપૂર્ણતા સાથે રા.સ્વ.સંઘે જાતિજનગણનાના મુદ્દે પોતાની વાત કરી છે.
તાજેતરમાં સપ્ટેમ્બર માસના પ્રારંભે કેરળના પલક્કડ ખાતે ૩૨ સંગઠનો અને ૩૨૦ પ્રતિનિધિઓની ઉપસ્થિતિમાં રાષ્ટ્રીય સ્વયંસેવક સંઘની અ.ભા. સમન્વય બેઠક સંપન્ન થઈ તેમાં જાતિજનગણના મુદ્દે પણ ચર્ચા થઈ. આપણા હિન્દુસમાજમાં જાતિ, એક સંવેદનશીલ મુદ્દો છે. એ આપણી રાષ્ટ્રીય એકતા- અખંડિતતા માટેનો મહત્ત્વપૂર્ણ મુદ્દો પણ છે. માટે તેને ખૂબ જ ગંભીરતાપૂર્વક લેવો જોઈએ. તમામ કલ્યાણકારી ગતિવિધિઓ માટે, વિશેષરૂપે કોઈ વિશેષ સમુદાય કે જાતિ જે પછાત રહ્યાં છે તેના પર વિશેષ ધ્યાન આપવું અનિવાર્ય છે. અને આને માટે સરકારને આંકડાઓની જરૂર પણ પડે છે.
સમાજના પાછળ રહી ગયેલા વર્ગની ભલાઈ માટે જનકલ્યાણકારી કાર્યો માટે જાતિજનગણનાના ડેટા (વિગતો)નો ઉપયોગ થવો જોઈએ, પરંતુ સામાજિક વિઘટન કરવા અથવા ચૂંટણીમાં લાભ મેળવવાના સ્વાર્થ માટે આનો ઉપયોગ કરવામાં આવવો જોઈએ નહિ. સંઘ સમાજના પછાતો-વંચિતોને આરક્ષણ સહિતના બધા પ્રકારના ઉપાયોનું સમર્થન કરે છે. જાતિજનગણનાના મુદ્દે રાજકીય પક્ષોએ જે ઉગ્રતાથી સમાજના વાતાવરણને ડહોળવાનો પ્રયત્ન કર્યો, તણાવ ઊભો કર્યો, ત્યારે રા.સ્વ. સંઘ જેવા પૂર્ણતઃ સષ્ટ્રહિતમાં કાર્યરત સંગઠને આ મુદ્દે પોતાનો મત સ્પષ્ટ કરીને ઊભો કરવામાં આવેલો ભ્રમ દૂર કરી દીધો છે.
આ તમામ બાબતમાં મહત્વની વસ્તુ એક જ છે કે રાષ્ટ્ર એક અને અખંડ રહે તે માટે સરળ ના વિકાસ માટે જાતિજન ગણના અતિ આવશ્યક છે. આની પાછળનો હેતુ રાષ્ટ્રને વિકાસને માર્ગે આગળ લઈ જવાનો જ છે.

વાયુપ્રદૂષણ માનવી માટે જોખમી
દેશની રાજધાની નવી દિલ્હી અને તેની પડોશનાં શહેરો અત્યારે ભયંકર પ્રદૂષણનો સામનો કરી રહ્યાં છે. વિશ્વ આરોગ્ય સંસ્થા (હુ)એ સૂચવેલા સુરક્ષિત લેવલ કરતાં અહીં 30થી 35 ગણું વધારે વાયુપ્રદૂષણ છે. કેટલાંય અઠવાડિયાથી હવા ઝેરી છે અને આવામાં સ્પષ્ટ જોઈ શકાતું નથી.
નાસાની સેટેલાઇટ તસવીરોમાં ઉત્તર ભારત અને પડોશી દેશ પાકિસ્તાન પર ગાઢ ધુમ્મસ છવાયેલું જોઈ શકાય છે, જેના કારણે ઘણી ફ્લાઇટને ઉડાણમાં વિલંબ થયો છે અને ઉડાન રદ થઈ છે.
સ્વિટ્ઝર્લેન્ડ સ્થિત ઍર ક્વૉલિટી ઇન્ડેક્સ (એક્યુઆઈ) મૉનિટરિંગ જૂથ આઈક્યુઍર અનુસાર 2023માં દિલ્હી એ વિશ્વની સૌથી પ્રદૂષિત રાજધાની હતી. બાંગ્લાદેશ અને પાકિસ્તાન પછી ભારત ત્રીજા ક્રમે સૌથી વધુ પ્રદૂષિત દેશ તરીકે સ્થાન ધરાવે છે.
ભારતમાં દર વર્ષે ઑક્ટોબરથી જાન્યુઆરીના શિયાળાના મહિના દરમિયાન તાપમાનમાં ઘટાડો, ધુમાડો, ધૂળ, ધીમા પવન, વાહનોનાં ઉત્સર્જન અને પાકની પરાળી બાળવાના કારણે પ્રદૂષણમાં જોખમી વધારો થાય છે.
ભારતની સ્થિતિ ચિંતાજનક છે, પરંતુ બીજે પણ આવી સમસ્યા છે. વિશ્વ આરોગ્ય સંસ્થાનો ડેટા દર્શાવે છે કે દુનિયાની વસ્તીના 99 લોકો ખરાબ ગુણવત્તાવાળી હવા શ્વાસમાં લે છે. તેમાં પણ ઓછી અને મધ્યમ આવક ધરાવતા દેશોના લોકો આવી પ્રદૂષિત હવાના સંસર્ગમાં વધારે આવે છે.
યુએનની એજન્સી અનુસાર દુનિયામાં દર વર્ષે સાત લાખ લોકો વાયુપ્રદૂષણના કારણે અકાળે મૃત્યુ પામે છે.
પરંતુ વાયુપ્રદૂષણ કેવી રીતે માપવામાં આવે છે અને માનવી માટે કયું લેવલ જોખમી ગણાય?
વાયુને પ્રદૂષિત કરતાં તત્ત્વો માનવીય પ્રવૃત્તિમાંથી પેદા થાય છે, જેમકે વાહનો અને રસોઈમાં અશ્મિભૂત ઇંધણનો ઉપયોગ કરવાથી. આ ઉપરાંત રેતીની આંધી, જંગલની આગ અને જ્વાળામુખી જેવા કુદરતી સ્ત્રોતોથી વાયુપ્રદૂષણ થાય છે.
યુનાઇટેડ નૅશન્સ ઍન્વાયર્નમેન્ટ પ્રોગ્રામ (યુએનઈપી) અનુસાર ઍર ક્વૉલિટી માપતા મૉનિટરો ચોક્કસ પ્રદૂષકોને શોધવા માટે સૅન્સર્સનો ઉપયોગ કરે છે. કેટલાક સૅન્સરમાં કણોની ઘનતા માપવા માટે લેસરનો ઉપયોગ થાય છે, જ્યારે બીજા કેટલાંક પૃથ્વી દ્વારા પ્રતિબિંબિત અથવા ઉત્સર્જિત ઊર્જાનું મૂલ્યાંકન કરવા માટે સેટેલાઇટ ઇમેજિંગ પર આધાર રાખે છે.
માનવ અને પર્યાવરણીય આરોગ્યને અસર કરતાં પ્રદૂષકોમાં પીએમ2.5, પીએમ10, ગ્રાઉન્ડ-લેવલ ઓઝોન, નાઇટ્રોજન ડાયોક્સાઇડ અને સલ્ફર ડાયોક્સાઇડનો સમાવેશ થાય છે.
પીએમ2.5 એ 2.5 માઇક્રોમીટર અથવા તેનાથી નાના કણોને કહેવાય છે જે આરોગ્ય માટે સૌથી મોટું જોખમ ઊભું કરે છે. તેનું કારણ છે કે આ નાના કણો આપણા લોહીના પ્રવાહમાં પ્રવેશી શકે છે અને જુદી જુદી બીમારીઓ પેદા કરી શકે છે.
ઇન્ટરનેશનલ ઍર ક્વૉલિટી ઇન્ડેક્સ (એક્યુઆઈ) સૂચકાંક દ્વારા હવામાં આ પાંચ મુખ્ય પ્રદૂષકોનું પ્રમાણ માપવામાં આવે છે.
એક્યુઆઈનો સ્કેલ 0 (એકદમ શુદ્ધ હવા)થી લઈને 500 (જાહેર આરોગ્ય માટે તાત્કાલિક જોખમ) સુધીનો છે.
તે આપણને જણાવે છે કે હવા કેટલી સ્વચ્છ અથવા પ્રદૂષિત છે, તથા તે આરોગ્ય પર સંભવિત અસર વિશે જણાવે છે, ખાસ કરીને જે અસર પ્રદૂષિત હવાના સંપર્કમાં આવ્યાના થોડા કલાકો અથવા દિવસોમાં અનુભવી શકાય છે.
યુએનઈપી મુજબ ઍર ક્વૉલિટી ડેટાબૅન્કમાં સરકાર, ક્રાઉડસોર્સ્ડ (લોકો પાસેથી મેળવાયેલ) અને સેટેલાઇટથી મેળવેલા આંકડાને સચોટ રીતે સાંકળવામાં આવે છે, જેનાથી એક્યુઆઈ રિડિંગ મળે છે. જેમાં "વિશ્વસનીયતા અને માપવામાં આવતા પ્રદૂષણના પ્રકારના આધારે" ડેટાનું મૂલ્યાંકન કરવામાં આવે છે.
2021માં યુએનઈપી અને તેના ભાગીદાર આઈક્યૂઍરે પ્રથમ રિઅલ-ટાઇમ ઍર પૉલ્યુશન ઍક્સ્પોઝર કૅલ્ક્યુલેટર આપ્યું હતું જે દુનિયાના 117 દેશોમાં 6,475 મૉનિટરના રિડિંગ્સને સાંકળે છે.
આ ડેટાબેઝ સૌથી ખતરનાક વાયુ પ્રદૂષક પીએમ2.5 ના રિડિંગને પ્રાથમિકતા આપે છે અને આર્ટિફિશિયલ ઇન્ટેલિજન્સનો ઉપયોગ કરીને કલાકદીઠ કેટલા લોકો વાયુપ્રદૂષણના સંપર્કમાં આવ્યા તેની ગણતરી કરે છે.
વિશ્વ આરોગ્ય સંસ્થાના દિશાનિર્દેશ અનુસાર ઍર ક્વૉલિટી ઇન્ડેક્સ 100થી નીચે હોય તો તે હવા શ્વાસમાં લેવા માટે સુરક્ષિત ગણવામાં આવે છે. જ્યારે 400થી 500ની રેન્જમાં એક્યૂઆઈના રિડિંગને "ગંભીર" ગણવામાં આવે છે.
આઈક્યુઍરના અહેવાલ મુજબ બુધવારે સવારે દિલ્હીના કેટલાક ભાગો એક્યૂઆઈ 500ની સપાટીએ હતું. નોઇડા અને ગુડગાંવ જેવા નજીકનાં શહેરોમાં પણ એક્યૂઆઈનું સ્તર 500ની નજીક હતો.
યુએનઈપી કહે છે કે, "સરકારે મૉનિટરિંગને ફરજિયાત બનાવતો કાયદો ઘડવો જોઈએ તથા ડેટાની ચોકસાઈને સુધારવા માટે હાલના ઇન્ફ્રાસ્ટ્રક્ચરમાં રોકાણ કરવું જોઈએ."
ડબ્લ્યુએચઓ અનુસાર પ્રદૂષિત હવાના કારણે મૃત બાળકના જન્મ, કસુવાવડ અને જ્ઞાનાત્મક ખામી (કૉગ્નિટિવ ઇમ્પૅરમેન્ટ) અને મનોભ્રંશ જેવી ન્યુરૉલૉજિકલ પરિસ્થિતિઓનું જોખમ વધી જાય છે. બાળકો, વૃદ્ધો અને ઓછી આવક ધરાવતા લોકો જેવા સંવેદનશીલ જૂથો માટે વાયુપ્રદૂષણ જોખમી છે.
તેના અનુમાન પ્રમાણે દર વર્ષે આખી દુનિયામાં વાયુપ્રદૂષણ 70 લાખ લોકોનાં મોતનું કારણ બને છે. તેમાંથી 42 લાખ લોકો ઘર બહારના પ્રદૂષણથી અને 38 લાખ લોકો ઘરની અંદરના પ્રદૂષણ, જેમકે લાકડું અથવા કોલસો બાળવાથી થતા પ્રદૂષણના કારણે મૃત્યુ પામે છે.
ડબ્લ્યુએચઓ અનુસાર, તેમાંથી લગભગ 85 ટકા મૃત્યુ બિનચેપી રોગો (એનસીડી) સાથે સંકળાયેલ છે, જેમાં હૃદયરોગ, સ્ટ્રોક, ફેફસાંનાં કૅન્સર, અસ્થમા, સીઓપીડી અને ડાયાબિટીસનો સમાવેશ થાય છે. તેથી તમાકુ પછી વાયુપ્રદૂષણ એ વૈશ્વિક સ્તરે બિનચેપી રોગનું બીજું સૌથી મોટું કારણ છે.
યુએન એજન્સીએ એવું પણ જણાવ્યું છે કે આઉટડોર વાયુપ્રદૂષણથી થતાં 90 ટકા મોત ઓછી અને મધ્યમ આવક ધરાવતા દેશોમાં નોંધાય છે.
ઓનલાઇન કૉમ્યુનિટી પ્લૅટફૉર્મ લોકલસર્કલ દ્વારા દિલ્હી અને નજીકનાં શહેરોમાં એક સર્વેક્ષણમાં જાણવા મળ્યું કે 81 ટકા પરિવારોએ છેલ્લા ત્રણ અઠવાડિયામાં વાયુપ્રદૂષણને કારણે પરિવારના ઓછામાં ઓછા એક સભ્યને આરોગ્યને લગતી તકલીફ પડી હોવાનું જણાવ્યું છે.
દિલ્હી સરકારે એક ગ્રેડેડ રિસ્પોન્સ ઍક્શન પ્લાન ઘડ્યો છે, જેમાં કોલસો અને લાકડાનો ઉપયોગ થતો હોય તેવી તમામ પ્રવૃત્તિઓ પર પ્રતિબંધ મૂકાયો છે. તેમાં બિન-ઇમર્જન્સી સેવાઓ માટે ડીઝલ જનરેટરનો ઉપયોગ પણ સામેલ છે, પરંતુ તેનાથી પ્રદૂષણના ઝેરી સ્તરમાં કોઈ બદલાવ નથી થયો.
સત્તાવાળાઓએ લોકોને શક્ય હોય ત્યાં સુધી ઘરમાં રહેવા અને વાહનોનાં ઉત્સર્જનને ઘટાડવા માટે જાહેર પરિવહનનો ઉપયોગ કરવા વિનંતી કરી છે.
આઈક્યુઍર અનુસાર 2023માં સૌથી વધુ પ્રદૂષિત દેશોમાં બાંગ્લાદેશ, પાકિસ્તાન, ભારત, તાજિકિસ્તાન, બુર્કિના ફાસો, ઇરાક, સંયુક્ત આરબ અમીરાત, નેપાળ, ઇજિપ્ત અને ડેમૉક્રેટિક રિપબ્લિક ઑફ કોંગો સામેલ હતા.
